What about either
-- include it initially on certain domains (which are known for not using nice URIs)
-- or extending the domain-from-title-removing magic by constructing some very loose regexp based on whole title (resp. words in it) and looking whether the URI isn't "nice" enough already?

I would like it better if it acts on "ugly" URIs only :)
