Using english version

Upgrade costs are incorrect for museum, haven't checked other buildings.

Can you please double-check latest requirements?

i had the same problem, but checked the configuration and a had to select some reserches that i have completed, after that everithing was fine, but when i reached the workshop lvl 22 it does not apear how much does it cost to upgrade to lvl 23.
