Problem with user prefs

I have installed the latest version but the user preferences is almost unusable. There are no labels on the tabs and for most of the sections, there are no labels. There are just rows of checkboxes, unnamed, either checked or not. I have uninstalled any other extensions dealing with Google. I have no other greasemonkey scripts. I have tried reinstalling several times, with no change in behavior. My FF is 3.0.8. Any help or suggestions would be greatly appreciated. Thanks in advance.
