Time to do a job question

I was curious how the script makes a decision when to do a job. Does the script wait until you are at 100% energy before doing a job? I notice that even when I have enough energy to do prep jobs the script does not do them right away. ALso, when I ran the prep jobs manually and only needed a few energy to do the main job (great train robbery) the script window still reported almost two hours to complete the job. The jobs are eventually completed but in what looks like too great a time.

The script reads from a number of things and estimate how long it will take to get ready to do the job, with a timer, as you can read on the panel. If it's off, well, it's off. But if you refresh manually, it will read the up-to-date energy level and will also update how long it will take to get ready. And if it's already enough to do the job, it will do it right away. Well, the orginal waits another 5 seconds, my own test version sets it to 0. This is quite trivial when you turn on aggressive refresh though.
