I made a Stylish userstyle out of this: http://userstyles.org/style/show/2232. Works in SquirrelMail and Gmail – probably in most webmail clients.

To get the same functionality in Mozilla Thunderbird (I use that and SM both), create a file like e.g. c:\documents and settings\YourUser\ application data\Thunderbird\Profiles\yourprofile\ chrome\userContent.css containing e.g., without the quotes: "table + blockquote { overflow:auto; max-height:70px; }". Reboot Thunderbird.

Updated to work in SquirrelMail 1.5.1 as well. Hopefully still works fine in 1.4.
