Script Summary: move the quakelive.com chat box to the top of the right panel + move the top ad to the bottom

Based on "Quake Live Chat Mover" by vith. This version works just as his, plus it moves the top ad bar to the bottom and puts it on a dark red background.
I needed that because otherwise my chat box would still be slightly out of the window - getting to the chat input box required scrolling down. Probably 90% of users are on HD resolutions nowadays and don't need that, but I'm making this public anyhow.
As opposed to a "QL AdSkip" GM script, this one doesn't remove the ad, so you're still presented with it and you can click it if you want (and you totally should!) Please support the game, even if you're Premium don't think your $2 a month can cover all the costs of running and developing it.
