Script Summary: Script that does batch uploading of users and units to Warfish game modification for start-up scenarios

In Warfish, this lets you add units and players to a Start-Up Mod (Scenario). In the "Edit Setup Mod" page, you select Edit Territories. There will be the normal Warfish buttons, and a new one called "Add Player Ownership". It will ask you for the player id (-1 is for neutral territories, -2 is vacant territories, and 0 is the first player, etc.). Next it will ask you for the number of units that will go there. After that, you click on every territory that you want to assign those values to. Finally, you click the "Confirm" button
