Script Summary: Adds 'Ally message' icon and shows Incoming messages icon in Galaxy view

'Network' icon next to 'Alliance' button in the left menu becomes active and leads to 'Ally message' page.
On Galaxy page 'Incoming messages' envelope becomes visible (placed above the Tutorial icon).
