This updates the crosspost section to look a bit nicer.  How it was laid out was giving me brain failure every time.  ("There are no accounts!... oh, the box is to the right, right.")

Also updated one bug that had the tickybox(en) not disabled by default, also disables the Crosspost tickybox if no accounts are set up.

[2009-07-03 12:00] If the crossposting account is ticked, don't disable the box.
