This increases the maxlength on quantity fields from 2 to 3, so you can buy more than 99 chum at a time. Why it's set to a maxlength of 2, that's something only the devs know (if that even).
You can still only hold up to a max of 300 of a chum, so it's pointless to increase the maxlength beyond this.
Note: This does not mean or imply that this is safe. This is (most likely) against Fish Wrangler's Terms of Service, so use at your own risk.
Also: since buying more than 99 at a time is not normally possible, it is possible that buying more than 99 could raise suspicion.
