Some spam blogs on Blogspot.com sneakily hide the flag in the Blogger navbar to stop you reporting them to Blogger.

This script unhides the flag so you can report the splog to Blogger.

It works only for certain spam blogs which use a particular script
to hide the flag button, but hopefully it can be expanded in future to deal with other hiding tricks.
