Ikariam Cultural Diplomacy Fix

Fixes Culture Subject Line vagueness from "Cultural Asset Treaty" to either "Cancel Cultural Assets Treaty" or "Request Cultural Assets Treaty" based on magic. Also changes default length of blockades to 8 hours
