It makes the games and chat match the visible size of your browser when clicking the link below the game. The only way it would make games smaller, is if the game was larger than your viewing area when you started. It does this intentionally, so if there are games you cannot see completely, they are scaled to be a convenient size as well.

All it did for me was make the games smaller.

Newest version, adds "(full size)" to the end of your game information in chat (hover) when you are playing in full size mode.
