Script Summary: Do not let the user link the issue until they have set the link type

I keep forgetting to set the link type so I keep marking things as duplicate instead of what I really want (which is related).

- 9/23/2010 - Add support for newer versions of JIRA.
- 10/28/2009 - Instead of locking the button it now defaults to a blank entry (and locks the button).
- 1/2/2008 - Fixed stupid last minute change that broke the script
