This sounds a little like the Communities idea <a href="http://userscripts.org/articles/7-communities">Jesse posted a few months back</a>. I agree that more structure would be good. A year ago I could easily keep up with every script that had been uploaded or updated, but due to having less time in general and with more scripts being uploaded/modified now (or at least, it seems that way), I can't keep up.
